UK Civil Aviation Authority sets proposed Heathrow airport charges range, balancing passenger affordability with investment in service quality and infrastructure improvements.

The UK Civil Aviation Authority has published its initial proposals for the next price control period at Heathrow Airport (LHR), covering charges applied by the airport between January 2027 and the end of 2031.

The regulator is consulting on a proposed range for airport charges between £27.20 and £30.50 per passenger. The midpoint of £28.80 represents a slight increase compared with the current H7 average of £28.40, while remaining significantly lower than projections from Heathrow Airport Limited and higher than airline proposals.

The price cap framework is designed to allow Heathrow to recover efficient operating costs while encouraging cost effective investment and improvements in service delivery. It also includes incentives aimed at enhancing environmental performance and passenger experience.

Selina Chadha said the proposals aim to balance affordability with long term development.

“Our primary duty is to protect consumers while supporting sustainable growth, investment and efficiency at Heathrow,” she said.

The proposals are separate from ongoing work related to potential capacity expansion at the airport. Heathrow has outlined plans to invest billions in infrastructure upgrades, including improvements to baggage handling systems, security processes and overall operational resilience.

The consultation invites feedback from airlines, passengers and other stakeholders before final proposals are issued in November 2026. A final decision on the H8 regulatory framework is expected in April 2027.
