ACI EUROPE has raised concerns over proposed changes to the European Union’s aviation state aid framework, warning the measures could negatively affect regional airport connectivity and investment.

The comments follow the launch of a new public consultation by the European Commission on the future of EU state aid rules for aviation.

EU airport state aid concerns focus on regional connectivity and investment

According to ACI EUROPE, the draft framework acknowledges the financial challenges faced by airports handling fewer than one million passengers annually and recognises the need for continued operating aid support.

However, the organisation warned that a proposed five year limit on operating aid, alongside additional conditions for airports handling between 500,000 and one million passengers, could significantly restrict access to essential funding.

The association also criticised proposals to reduce eligibility for airport investment aid from airports handling up to five million passengers annually to those handling fewer than three million.

ACI EUROPE argued that airports are facing increasing financial pressure due to changing market conditions, higher operational costs and renewed infrastructure investment requirements.

Director General Olivier Jankovec said the proposals risk creating inconsistencies between market realities and wider European policy objectives.

He added that the final framework would play an important role in shaping the future connectivity, competitiveness and economic resilience of Europe’s regional communities.
