Although often the overlooked aspects of security operations, there is an increasing need to include effective training and communications as an integral part of operating a safe and secure airport, writes Ernst Schlecht.
The inspirational atmosphere of the aviation industry has been clouded increasingly by the latent threat of terrorist attacks. The increased security standards mean that airport and airline staff have to be trained to react appropriately. At Zurich Airport, a new interactive security training platform is due to be implemented in September. It complements various other innovative training and communication measures at Zurich Airport. Several steps were taken by the EC in order to safeguard airports post 9/11, including an approach to security inspections different from existing ICAO checks.
The origin of European Commission competences in the field of civil aviation security can be traced directly back to the events of 11 September 2001. Prior to that date the Commission had not been granted powers by the Member States to make legislation in this field. Rather, the Member States felt that a combination of requirements at the world level through ICAO, national rules and the guidance of European Civil Aviation Conference (ECAC) were sufficient.
9/11 changed all that. Within days an emergency meeting of the EU Transport Council – comprising of the Transport Ministers of the (then 15) Member States – took place. One of the conclusions reached at that meeting was that harmonised European legislation on aviation security was necessary and desirable. (more…)

ICAO’s approach to aviation security continues to involve the monitoring of Annex 17 compliance alongside AVSEC training, whilst assisting with the implementation of new technologies to improve security and efficiency.
In a most dramatic fashion, the terrorist attacks of 11 September 2001 instantly propelled aviation security to the top of ICAO’s list of priorities. In February 2002, the Organisation hosted a High-level, Ministerial Conference which endorsed a comprehensive, long-term Plan of Action for Strengthening Aviation Security. On 17 December 2004, the ICAO Council approved a revised set of Strategic Objectives, including one on security comprising of eight distinct elements: (more…)
