The main outcome of the Security Information Days, held at EUROCONTROL headquarters, from 15 – 19 October 2012, will be a formal Statement on ATM security, based on the five days’ discussions. This Statement will form the basis of a policy framework for future ATM security developments.

The Security Information Days were attended by a wide variety of stakeholders from the ATM community. They identified areas for further work that include:

  • Maintaining consistency and common understanding
  • Threat assessments
  • De-fragmentation of security: national, FAB, network, global
  • Incident/Crisis management
  • Personnel security
  • Consistency with national AVSEC framework
  • Cyber security
  • CNS security
  • Regulatory framework
  • Security culture: education, awareness, training; cross border training and exercises; harmonised ‘training the trainer’
  • Building trust; improving collaboration and security information exchange

A significant milestone in ATM security is the up coming publication of the ICAO’s ATM Security Manual, leading to a more ‘top-down’ approach on global security developments and making for more consistency and a better shared understanding on ATM security.

The participants also identified issues, priorities and needs for ATM security, including training requirements. In this regard, the meeting decided that an education, awareness and training plan for the next two years should be drawn up. This will be further discussed and refined in the coming months.
